Its true that low repetitions with heavy weights is one way of building bigger muscle, but what matters most is the protocol used. With mixing up your protocols such crude logic can be further enhanced. Basically the reptitions wouldn't have to be low and the weight extremely heavy to gain serious results. Sometimes weights aren't even required at all except your bodyweight. Look at gymnasts and the Navy Seals for example.
